Bulk Oil Facility Compliance

SCOPE OF WORK: SPCC Plan, UST Closure-in-Place, and site assessment


Omni Environmental Group provided environmental consulting services to a local bulk petroleum storage and distribution vendor at their facility containing more than 50,000 gallons of aboveground storage. The project began as a review of current facility conditions and operating procedures to prepare an up-to-date Spill Prevention Countermeasure and Control (SPCC) Plan under 40 CFR Part 112. Subsurface assessment activities were performed to evaluate soil and groundwater conditions at the property, leading to the identification of petroleum constituents exceeding applicable Reportable Concentrations. We assisted the client with facility improvements to minimize the potential for future releases and notified the Massachusetts Department of Environmental Protection (MassDEP) of the release conditions.

This project included the preparation of the necessary documentation and environmental assessment to facilitate the closure-in-place of two inactive underground storage tanks (USTs) in accordance with the MassDEP UST regulations.

Omni Environmental Group also performed Initial Site Investigation (ISI) activities under the Massachusetts Contingency Plan (MCP) including subsurface assessment to define the extent of contamination, periodic groundwater monitoring activities, conceptualization of response actions anticipated to achieve a Permanent Solution, and SPCC-related facility improvements.
